17 September in Moscow was held the conference “personnel Management: new challenges and new solutions”. It was organized by the National Agency of development of qualifications (ELN NARCO), with the support and participation of the Russian Union of Industrialists and entrepreneurs (RSPP), Ministry of labor of Russia and Union of journalists of Russia. Among the participants were the ones who defines the state policy in the field of human resource management, and those responsible for HR services for Russian and international companies.

“The conference is an opportunity to exchange opinions, hold a direct dialogue on the development of human capital, human resource management, using new tools of the National qualifications system, — said General Director of ANO NARCO Alexander leybovich. In recent years, these tools were developed under the auspices of the National Council for professional qualifications under the President of Russia and with the active support of the Ministry of labor of Russia”.

Chairman of the National Council, the President of RSPP Alexander Shokhin noted that one of the main challenges facing government and business, is providing the labor market with qualified personnel. For that professional standards are being developed, open assessment centers qualifications, employers ‘ requirements are taken into account in educational standards and programs. And now the focus needs to shift directly to market participants in the regions, on the enterprises.

Alexander Shokhin also said that if you had been particularly important quantitative indicators — how many professional standards are developed, how assessment centers qualifications openly, etc., — now the key factor is the quality of the work. Especially with the development of the National qualifications system directly or indirectly connected to almost all national projects. “Our goal is to turn professional standards and qualifications in a tool necessary for both workers and employers”, — he said.

According to Alexander Shokhin, in large companies, professional standards, professional exams and other tools of the National qualifications system have become commonplace. Now, however, its benefits must evaluate and those engaged in small business and individual entrepreneurs.

For example, if a governess or tutor successfully pass the professional exam and receive a certificate of competence, for the consumer it is an indicator of the high quality of their services. The opportunity to take the professional examination must have and students, not only for the main qualification, but also on related, for example related to digital competences.

Deputy Minister of labor and social protection of the Russian Federation Vsevolod Vukolov urged conference participants not to slow down the pace of work. “Creating a National system of qualifications, we wanted to ensure that the labour market has closed the education market, so that throughout life each citizen could improve and validate their skills, he said. And now we have to develop solutions to accelerate development.”

The Deputy Minister suggested that more effective use of assessment centers qualifications — that it took the professional exams on a wide range of qualifications that their services were accessible to ordinary citizens. In his opinion, meetings of the National Council necessary to analyze what measures to take specific advice on vocational qualifications for the development of assessment centers qualifications, and what help they need.

The Director of the Bureau of the International labour organization (ILO) for Eastern Europe and Central Asia Olga Kulaeva said that the basis of the scope of work should be human development, and this approach requires a review of decisions that guided us to this day. In the Declaration adopted at the conference in honor of the centenary of the ILO, stated that the development of human capabilities depends on the business, from labor market institutions. Previously, the key problem was considered the transition from school to work, and now no less important is the transition from one job to another when necessary retraining.

The Chairman of the Duma Committee on labor, social policy and veterans ‘ Affairs Yaroslav Nilov noted the key role of HR community in the outcome of decisions concerning development prospects of the world of work. “Human resources is an intelligent work, not just the mechanical filling in of labor books, — he stressed. From it professionals is vital for the development of the organization, its strategy, forecast of the staffing needs”.

Director of humanitarian policy of the Russian presidential Academy of national economy and public administration under the President of the Russian Federation Alexander Asmolov reminded that we live in an era of paradigm shift — a shift from human capital to human capability, that the uncertainty of the future and changing jobs become the norm, and the key competence of a successful person is the willingness to upgrade skills. “At the end of the study in Microsoft, Google and Apple was that the top managers of these companies are those who are 12-15 years of age wildly loved fiction — passed a brilliant school of imagination and live in the land of imagination”, — said Asmolov.

The participants of the conference were made by the representatives of the corporate sector, who described the experience of using the instruments of the National qualifications system in their corporations.

Director of the Center for planning and utilization of labor resources of Gazprom, member of the Board for professional qualifications in the oil and gas industry Pavel Ivanov pointed out that the development and application of professional standards involves all major companies oil and gas industry. “First personnel services was in doubt about, they believed professional standards additional load, and now I understand their necessity in everyday work”, — he stressed.

HR Director of Rosatom Tatiana Terentyeva called professional standards the language of communication between managers, employees and trade unions. In her opinion, it was a step forward from the common tariff and qualification reference books. Professional standards are taken into account modern requirements to workers, removed previously existing limitations. For example, to become Director or chief engineer of a nuclear plant required a great experience, now pool of candidates for these positions expanded.

Mikhail Lavrukhin, head of the social policy of LUKOIL, and Elena Koveshnikova, Director of the Center for the evaluation of qualifications “LUKOIL technology,” spoke about the experience of the independent evaluation of the qualifications in the oil and gas industry. The purpose of this assessment are the growth of safety (risk minimization), the growth of labour quality and productivity growth through staff development. First, the Center evaluated the qualifications of workers, and now have started to experts.

Head of personnel management Department of JSC “RZD” Sergey Saratov said that the railroad implement a system of professional qualifications in 2012, and 75% of employees already working in accordance with professional standards. The standards integrated in a single system of personnel management, are the basis for processing of training programs, assessment of knowledge and skills. Sergei Saratov thanked colleagues from the Ministry of labor of Russia, RSPP and ELN NARCO for the coordinated work on the development of the National qualifications system.
