MOSCOW, January 25. /TASS/. The Federal Antimonopoly service (FAS) will finalize the concept of preinstalling apps on smartphones and send to the Ministry draft amendments to the legislation stated in the message Department.
“Following the discussion, the FAS will Refine the concept taking into account constructive comments made by the participants. The draft amendments and sent to the communications Ministry,” — said the FAS.
This will take into account the international experience of similar regulation in other countries: South Korea, China, which is one of the largest suppliers of equipment, said Deputy head of the Antimonopoly service Anatoly Golomolzin, whose words are reported.
On Friday FAS has completed the discussion of the concept of preinstalling apps on smartphones. According to golomolzina, it “meets the objectives of promoting competition, protecting consumer interests, national interests in the development of the information society, competitiveness of the Russian information and communication technologies at the international level”.
The two main provisions of the concept relate to the preset domestic applications on smartphones for the Russian market, as well as the option to completely remove pre-installed programs (except service, for the operation of equipment), said Deputy head of the FAS.
According to the FAS, for approval of the concept expressed by the Russian developers and operators, “Kaspersky Lab”, MTS, Mail.ru Group, MegaFon and others. Against representatives of foreign software developers and equipment: Apple, Microsoft, Intel and the Association of trading companies and manufacturers of consumer electronic and computer equipment.
