Authorities of the capital to introduce the visitors of the St. Petersburg international economic forum (SPIEF) with the project of the Moscow Central diameters. Prospective passengers are invited to explore an interactive map of the five rail diameters and come inside a full-size train “Ivolga”. In the framework of SPIEF, Deputy mayor of Moscow Maxim Liksutov told TASS about what effect will have on the entire transport system of the region, the launch of the diameters, as in the subway will be the experiment for payment with facial recognition and will also appear in the subway drones.

A key theme of the forum was devoted to the sustainable development of megacities. As far as it is relevant for the Moscow transport?

— The mayor gave us a task to comprehensively develop all types of urban transport and to improve the quality of services for passengers. All our changes are in this way, they coordinated with the other programmes of the capital and improve the quality of life of current citizens and future generations.

Today, the biggest cities, such as Moscow, are the engines of the economy, there are high technology and large financial resources. Transport develops with a constant eye to the future and takes into account national trends in implementation of national projects.

But sustainable development will not, and will not be a high quality of life if the metropolis will not be mobile, if it is not convenient and balanced transportation system. We must give the Muscovites a comprehensive service comfortable — favorable rate, and convenient fare collection system, environmentally friendly, and, most importantly, safe transport. We need to ensure a worthy choice between your personal machine and different kinds of public transport, creating maximum mobility of our residents. So now we are implementing mega-projects, responding to the question of what we see Moscow tomorrow.

— Following the example of several cities in the Russian capital just implemented one of these mega-projects — the Moscow Central diameters (IDC). That will give the region a run through-trains through downtown?

— The Moscow Central diameters is a project that will change the entire environment of the Central transport node. Comfortable transport will come up where you need it most. It will connect the huge Metropolitan area, will create new conditions for life and work to thousands of people in our region. People will get Skytrain next to the house, it will greatly change the life of the suburban cities and districts of Moscow.

At the same time for the capital with the introduction of the diameters is solved another important question. WDC will pass through the city so that people could pass by the station through the centre direct using comfortable commuter rail transportation.

At the same time with the same speed with the same frequency, on a single ticket, as in the subway. We will be able to redistribute the traffic flow evenly across the transportation system.

This mega-project that has for all of us. It involved a lot of people, we will implement it in conjunction with the government of the Russian Federation, government of Moscow region, JSC “RZD” and JSC “Central suburban passenger company”. I think that our experience, there is bound to be used in such projects in other regions of Russia.

Moscow Central diameters will be fully integrated into the transport system of Moscow and Moscow region. At the first two diameters Odintsovo — Lobnya (IDC-1) and Nahabino — Podolsk (WDC-2) there will be a total of 66 stations, 27 of which you can take the metro, the Moscow Central ring (ISC) and the radial direction of the railway. Transitions, where possible, will be organized on the principle of “dry feet” — to go outside is not necessary. Platforms will appear canopies to protect from rain, comfortable benches, designated for charging gadgets, columns emergency call and other amenities.

— How will the launch of the IDC on the existing transportation system?

— According to our calculations, the launch of the first two diameters will improve transport accessibility 45 districts and 6 cities of the Moscow region-Dolgoprudny, Nakhabino, Podolsk, Lobnya, Odintsovo and Krasnogorsk. Passenger traffic for the first two diameters will be more than 90 million passengers a year and public transport will be accessible to 3 million 700 thousand people. With the launch of the first two diameters will create an additional 900 thousand passengers per day.

In addition, we expect these two diameters by 12% unload six subway lines and public transport. By the way, we are now preparing for large-scale renewal of navigation in underground in connection with the launch of the IDC. Change travel lanes, planting and outdoor signs. Only to be replaced by more than 60 thousand items at stations and in trains.

This year the stand of Moscow on the forum dedicated to the IDC. Including here installed a full-sized model trains “Oriole”, created especially for the diameters. How is it different from the trains the previous generation?

— Train “Oriole” will transport passengers on the first two rail diameters. They have already begun to run an Express route Odintsovo — Moscow. We want to introduce the maximum number of people with a new transport, so I decided to post the layout of this train on the stand. New train model “Ivolga”, presented at the stand of SPIEF, will gradually replace the older type of this composition.

“Orioles” on the level of passenger services comparable to modern metro trains and CIP. They are specially designed for diameters, engineered and assembled in Russia, and quality and safety are not inferior to the world analogues. In the new trains there is no vestibule, doors wider than 15 cm, and between the wagons through the pass. Trains will move more smoothly through technology pneumodesign. For the safety of passengers, increased number of grab bars for people of different height, and the seats will be located “face to face”, in urban land transport.

In the “Orioles” will be free Wi-Fi and USB sockets for gadgets. In the head cars of the train, the first and the last — placed pad with mounts for bicycles, and spacious toilets. The cars will be placed informational displays in metro, and svetovodnoy lighting will change brightness depending on the time of day — morning, brighter, and calmer in the evening.

One of the advantages of a rolling stock system climate control system and air disinfection, which is relevant in the season of colds and viral diseases. The mayor of Moscow made a decision about the possibility of the fare on the IDC of the card “Troika” and all the way to contactless payment: Bank card PayPass/PayWave and gadgets technology Samsung Pay Apple Pay and Google Pay.

— How will you pay the fare according to the IDC, and distribution of income from transportation between the subjects — Moscow and the Moscow region?

— We are instructed to set such rates on WDC, so they were not an obstacle to the active use of new services. Ahead of operating costs for the new rail infrastructure, trains, passenger services — the cost of repeatedly block the income, and additional income is expected. When exploring the question of the cost of travel to the IDC takes into account several important factors. First of all, the new tariff should be comfortable for passengers, but it is properly integrated into the existing transport tariff system of Moscow and Moscow region within the individual tariff zones. In addition, the tariff system should encourage passengers to choose end-to-end routes.

— Is there the possibility of linking future diameters airports?

— Considering that part of the train followed from Odintsovo to Sheremetyevo airport with a stop at several stops, including on a new platform Innovation centre SKOLKOVO.

— At SPIEF actively discussing the digitalization of processes and the introduction of “smart” technologies that will allow in the future to make a true technological breakthrough. Moscow transport has long been on the way to it. Earlier you announced the preparation of the experiment for payment via the recognition. When to begin testing the system in the metro? On what stations it will be an experiment?

— Now we together with the Moscow metro, the Department of information technology of Moscow, Sberbank, VTB and Rostec are discussing the timing of the testing. In parallel, the harmonization of technical settings and options of the pilot project for travel using facial recognition technology. we Expect to begin testing no later than the end of 2019, but a final decision will be made by results of check of the technical parameters of the system. After conducting pilots, if proven successful, we will carry out a competitive procedure. Our strategy is to work with only one company in the video Analytics. We will choose the best.

— How much time will take the reading of biometric data? Whether it will lead to queues at the entrance to the subway?

— For us it is important to add technical innovations so that they do not worsen the quality of passenger service. We understand that dealing with a new technically complex algorithm. The response speed should be comparable to that shown by the map “Troika”, the ticket is “Uniform” or non-cash payment at the turnstile on contactless technology. We are talking a maximum of about one second. If facial recognition, the relationship with the Bank and opening of shutters of the turnstiles will take longer in the rush hour can lead to the accumulation of passengers. Therefore, the time of validation of the ticket is one of the key factors of the project, for which we impose strict requirements to the prospective participants. While the system would not meet our strict specifications, we will test the possibility of payment, and Analytics will only be used for security — these trends are widely used. All will be used only in full compliance with the legislation of the Russian Federation.

In Moscow began the active phase of the testing of unmanned vehicles. When this technology will come to the met?

We study world experience, analyze our requirement that unmanned technology has improved the quality of the work underground and were safe. If we talk about unmanned vehicles on the roads of the city — in accordance with the decision of the Federal government in Moscow has become a pilot region for the introduction of terrestrial unmanned vehicles.
