In the near future, the communications Ministry will require mobile operators to move to a new SIM card with encryption certified by the FSB.
These requirements apply to the “Spring law”, which entered into force on 1 July this year. In the discussion, in addition to representatives of the authorities, was attended by employees of mobile operators of MTS, “Vympelcom”, “Rostelecom” and “MegaFon”. The draft order is available on the official portal of projects of normative legal acts.
“The communications Ministry want the operators changed the SIM card of subscribers every 15 months. In this case the lump-sum replacement of SIM cards that are already available to subscribers, are not provided”, – said MTS.
According to the “VimpelCom”, the implementation of these requirements, the operators will spend over 5 billion rubles. Ministry of economic development estimates the cost of purchasing special equipment 83 billion.
Currently, the Russian telecommunication companies buy the SIM cards from the two manufacturers who install them in their encryption system, and can also request to hand over the keys to foreign intelligence services. This fact threatens the information security of Russians using mobile phones.
