Manufacturers may prohibit the release of software upgrades, which come pre-installed on the devices of Russian application can be automatically removed. The proposal contained in the bill of the Federal Antimonopoly service of Russia on the mandatory installation on smart phones Russian software (a copy of the document is in the RNS).
The authenticity of the document RNS confirmed a source familiar with the text of the bill and a representative of the Russian company-developer applications.
“On the subscriber’s (terminal) devices intended for introduction into civil circulation on the territory of the Russian Federation and are used in networks for public use, technological communication networks must be installed on the Russian software in accordance with the procedure established by the Government of the Russian Federation. Do not use update mechanisms, implementation of which the installed software in accordance with paragraph 1 of this article is automatically deleted,” — said in the text of the bill.
Also the Russians will be able to remove from smartphones pre-installed software, specified in the bill. If the user deletes the program, then return it it will be only through the app store as the next time you upgrade smartphone it will not be automatically restored.
However, the installation of domestic software and the ability to remove applications should not affect the quality and speed of the operating system.
A list of devices that are covered by the bill, as well as the requirements to the Russian software will be set by the government. The law, if adopted, should enter into force on 1 January 2020, according to the document.
In January, the FAS introduced the concept of the draft law on mandatory installation of a Russian mobile applications and software (SOFTWARE) for smartphones, tablets, laptops and desktop computers, reported in a press-service FAS. According to the concept, electronics manufacturers will have to install Russian software on the devices sold in Russia, and also allow users to remove preinstalled apps without possibility of recovery.
The concept was criticized by the Russian Association of electronics manufacturers (RATEK), representing Apple, Samsung, Google, HP, Dell, Huawei and other electronics manufacturers. According to the Association, adoption of such law will slow the growth of the market of mobile applications will reduce the performance of applications and operating systems, and also will lead to higher prices for smartphones. Also Google separately sent to the FAS negative opinion on the concept under the heading of trade secrets.
The FAS reported that Mail.ru Group, “Kaspersky Lab”, MTS, “MegaFon” and “RUSSOFT” supported the concept. Later, the head of communications of the FAS Elena zaeva told reporters on 1 February, the service will finalize the bill and send to the responsible developer — the Ministry of communications.
In a press-service of the Ministry of communications, FAS, MTS, “MegaFon”, “Kaspersky Lab” and “RUSSOFT” at the time of publication had not responded to the request. In Mail.ru Group declined to comment.
