Vladimir Putin signed a law on the Russian preset programs and applications on the gadgets. It will enter into force on 1 July 2020. According to the document and the explanatory Memorandum of the state Duma, the manufacturers of smartphones, computers and televisions with a Smart TV will need to pre-install software developed in Russia. This does not affect all devices — the government will make the list. Also, the Cabinet will draw up a list of Russian software for PE. What does it mean?
The President of Russia Vladimir Putin signed the law on the Russian preset on technically complex products. These include smartphones, computers and TVs with Smart TV function.
According to the authors of the bill, in the list of programs to be installed should enter your free Russian app — for example, services such as “public Services”.
List with specific names yet: a procedure for its establishment and maintenance will be determined by the government.
As stated by one of the authors of the bill Oleg Nikolayev, the new rules are aimed at protecting the rights of consumers. According to him, therefore buyers will have the choice of including domestic applications.
“Now, buying a smartphone, one sees a lot of applications, but among them there is a resource “public Services.PY”, for example. And because they enjoyed in Russia, 90 million people… And no money to preinstall this application, is not required. It will be necessary to make a few simple steps, activating it and everything. Do not want — will not activate”, — he said in an interview with “Moskovsky Komsomolets”.
Which programs are offered to preset and why?
According to Nikolaev, the list to be pre-installed will include free apps, which do not affect the operating systems of the gadgets.
“We are talking about resources such as services, tax services, Pension Fund”, — said the Deputy.
In late July, the Institute for the development of the Internet has made the list of Russian “alternatives to foreign products that can enter the registry mandatory domestic mobile applications.” The list was compiled taking into account the functionality of the services and their demand from users, the report said of Iran.
In particular, in the category of “messenger” Iran as an alternative calls ICQ, “tamtam” and “Dialogue” in the category “browser/search” “Yandex”, “Rambler” and “Satellite”. As the preset editor, experts advise “My office”. Also, Iran offers to establish the Russian social network “Vkontakte” and “Classmates” and domestic anti-virus Kaspersky and Dr.Web.
Alternatively, foreign music services experts see the application “Yandex. Music”, Boom, Zaycev.net and Zvooq, digital TV IVI.ru, Okko, Amediateka, Kinopoisk.
Commenting on Iran compiled a list, another author of the bill Alexei Kanayev noticed that would have added such programs as “public Services”.
“It will depend including software developers, because the experience of implementation of similar interactions between government and developers is already there. It involves the application of the principle of initiative and action on the part of developers who would like to enter in the register, accordingly, treat their suggestions during the preparation of this register,” he said in an interview to “Kommersant”.
How to form a list?
Nikolaev suggested that the list will be engaged in Ministry digital development, communications, and mass communications. According to Kanaeva, the list will be updated “at least once a year, maybe every six months”.
“Devices change, and life does not stand still, new developments, new improved programs, and, of course, it is impossible to freeze including for reasons of competition. The developers must be and competitive environment — being on the list should not mean that we can relax, do nothing and not think about the customer,” said Kanaev.
He stressed that preset ON — not a replacement but extra choice for buyers of gadgets.

When will take effect?
The law will come into force on 1 July 2020. According to Kanaeva, the time lag is long enough to be able to solve all technical issues.
This law is directed against Apple?
As explained Nikolaev, the new law in principle will not affect Apple, and the company has no reason to leave the market.
“Apple worked and will work. In principle, the new requirements don’t even touch Apple directly — preset is the objective of distributors which are sold in Russia, the products of this company,” he said.
More expensive gadgets?
With proper organization of the process of law will not increase the cost of devices. This was stated by the Minister of industry and trade Denis Manturov.
