The state Duma finally approved a package of bills commutation of article 282 of the Russian Criminal code (“inciting hatred or hostility, and humiliation of human dignity”). The amendments, which were proposed by President Vladimir Putin, mitigate the responsibility of Affairs for the likes and reposts of Russians on the Internet.
What has changed
The presidential package of laws, adopted today by the state Duma in the third reading, precludes criminal liability for pravonarushiteley like and repost, provided that:
- a person has committed a violation for the first time
- act of man “does not pose a serious threat to the constitutional order and security of the state”.
Under the amendments, for such violations is not a criminal, and administrative liability. For citizens, the violation will face a fine ranging from 10 thousand to 20 thousand rubles, or arrest up to 15 days, or compulsory work for up to 100 hours. For legal entities the penalty includes a fine ranging from 250 thousand to 500 thousand rubles.
If a natural or legal person has committed an offence connected with a like or repost, re-during the year, he faces criminal liability. The timing is the same — imprisonment for a term of two to five years.
Also adopted the package of draft laws is retroactive and applies to previously initiated criminal proceedings and imposed on him the penalty. This means that all existing criminal cases for the comments, likes and reposts will be closed.
